Push your resources and take risks in the name of being good. This is a pretty indirect way of doing that, but Whitman's commitment to "fake it til you make it" is total and I admire his uncompromising vision for the program.

This, 100%. We are well behind the curve, and we aren't going to catch up to the Wisconsins of the world by having a timid and tepid approach to growth as a program. The inherent advantages are there for Illinois to AT THE VERY LEAST not be a doormat ever again ... but the fact is, that is where we currently stand. To get out from underneath that doormat is going to take a few bold actions that somebody somewhere will find a reason to complain about.

And I'm sure this is what JW is really trying to maximize in the long run. Feel free to add to that total.
