Penn State will tap into athletics reserve, maintenance fund to pay NCAA fine

Penn State is required to find the money outside of academics and to make sure it doesn't detract from other sports programs since almost all of them are funded by football.

The university has previously pledged not to use tuition money, taxpayer funds, or donations for any scandal related costs, but since the university's records are not open, it's nearly impossible to track all of the money.
