So apparently this is money that goes towards the revenue sharing, which for each athletic department is capped at $21.6 million across all sports.

This is akin to him taking a cut on his salary so that the money can be reallocated to the revenue share. It also means that Memphis was likely not (and still might not be) in a financial position to pay out the max $21.6 million in revenue share.

The reason he's doing it this way is that under the House settlement, NIL is being scrutinized more closely and has to serve a legitimate business purpose.

Kelsey elbowing his way into the Nate Oates/Will Wade room:
Goodman acting like the NCAA is above reproach here is just as laughable as Kelsey. The NCAA told people the rules for year and either didn't enforce them or only enforced them against the little guy. North Carolina can prop up a fake degree program for athletes, but Caltech can't let students shop around for courses for the first three weeks of the semester (free link).

The NCAA signed its own death warrant by being a corrupt sham, and now we are left with whatever the heck college sports is now.

Not defending their feckless behavior in the past, but are they not capable of reform? The articles linked are over a decade old which is light years away from today's landscape.

It turns out it's a lot easier to burn a system down and destroy trust than it is to rebuild that. Are they capable of reform? Sure. Can they rebuild the level of trust required to have that kind of moral authority before the government legislates their power away? I remain doubtful.

Especially since they haven't really shown a willingness to do so....

Future recruiting pitch: "We let freshmen earn playing time and we reward hard work over the offseason. What we won't do is panic sign a 6-year transfer right before to season to take away playing opportunities from those players who've been with us all summer."

Maybe this is how the game is played now but I have to imagine recruits are paying attention.

The question of whether these pro returning additions empower or destabilize their new teams is going to be enormously important to our season, I fear/hope
While it's abbreviated this year, this has been going on for a few years now, and fortunately this approach has not produced the super-team juggernaut that folks fear will be the death of CBB. To me, this signals desperation internally for Kansas way more than "let's make a big bet because this is the year."

I have faith that the basketball gods will not reward this approach to roster construction.

Why do players get 6th year boggles me. Is it multiple injury seasons. Court prejudice toward local schools? 1 case for sure was.
Does one states order carry over to all 50, ie can Illinois rule TKR or similarly legislated cannot play against Illinois schools, or in Illinois?

Seems very messy but, cant say I hate seeing NCAA being abused but hate it for the majority of players.

Will 5 for 5 eliminate these challenges and court (overeach?) rulings.
