Why offer at all. Do they tell the kid it's a "fake" offer?
Others have explained in the past that it goes something more like: "We really like you and we're interested in watching how your game develops. If you keep working on [whatever is the biggest hole in their game], we'll be in touch. We also want to make sure you have a chance to visit." There might also be a discussion about available rides and wanting to take someone, but explaining that a ride would need to open up first. Eventually, some recruits don't want to wait anymore, so they make a decision and go with a team that's telling them they will take them now no questions asked. Apparently, that was Lamar.

Lamar was capital B Bad last year. Even if he was a plan Z guy for us, he will help them immensely. I have a former player on that team, and I’m glad for his sake he has some help now.

There are myriad reasons for offering a kid. We currently have ~90 offers out. You are deluding yourself if you think all of them are the same. And it's been this way since the beginning of time.

An offer, at its base level, should be construed as simply putting an iron in the fire.
