I mean I tried not to put positive or negative connotations on it. It is both a solid but frustrating trait that you'd love if you are in his circle but hate as a fan, because it is often inexperienced "yes men."
That's pretty common across the NFL. It's an old boys club. The problem with Lovie is that he is terrible at hiring assistants - both with the Illini and the Bears. Just look at his offensive coordinator hires. We're familiar with Turner, but he made even worse moves like giving his friend Mike Tice a coordinator position.
