Bad memories arise and they think their guy will fall back into bad habits, especially when he starts hanging around in his old circles with his old friends. Moving is starting over and starting a new life. It's synonymous with moving forward. But moving back... Well, you get the point.
I hope it comes to fruition and he comes back, but if it's up to her, and if she's like most women, she'd probably be very hesitant if not outright against it.
