That’s really bad, but (just my opinion) if it is something regarding trust and violation of trust location is really irrelevant. If you’re worried about that then you really have to know it can happen anywhere. If a person wants to do something like that they will find a way anywhere.

That being said, if you have moved past something bad going back to that location would be tough.

To each his own, I suppose! While I obviously do not live there, I love Peoria. While it has the same problems that any formerly industrial city that size has, the development of the Warehouse District and Downtown Peoria Heights has gone quite well, IMO, and man it is hard to beat Grand View Drive! Also, one time due to construction I took a bit of a "back way" into Peoria where we drove along the river the last stretch, and it was a very scenic drive. I still miss Agatucci's, which is as good as any thin crust I have had in Chicago!
Not to belabor the point, but I guess I am doing it anyway, I would bet my beach house that if you lived there in the 70s you would not have as high of an opinion. I lived there during the "problems that any formerly industrial city that size has" that you mention. Also, it didn't help that I was working in law enforcement in some capacity, (although not a police officer). Many cities back then were having problems (listen to the old Fleetwood Mac song, "The City" from "Mystery to Me", it kinda sums up the feeling about cities around that time and is pretty out of date now). I mean, NYC was a heck-hole back then. But since the 70s many of these cities have gone through or had many rejuvenation projects that made vast improvements. I am sure Peoria now is vastly better than the Peoria of my time. And, yes, Grand View Drive was spectacular even back then.

Just watch a few episodes of Barney Miller. Underneath the A+ comedy (in my top 5 all-time for ensemble comedies) is a really seamy and dark city.
