The source of the funding, and whether you get counted as a scholarship are mostly independent for football/basketball. The rules are looser for other sports. There is an exception for scholarships “awarded solely on bases having no relationship to athletics ability.”(15.02.5.3) NCAA rules 15.02 contains the details.
