Also might have clicked the link that showed U of E and USI as the leaders. Also might have been sarcastic, crazy, or both.

But thanks for the story about mom. I had not read that one before.

I am on a Win Laptop, it is under Display Settings. If you are on PC click on the Win Logo on keyboard and type in Display Settings. I also use Dark Mode on my phone. These eyes of mine they ain't getting any better, lol.

looking for an Illinois Loyalty setting, not a OS-specific setting. FWLIW, I'm on Mac OS and iOS/Safari. looks like I'm still SOL until the IL platform software supports it

You can get Dark Reader extension for most browsers also

Gotcha, that would be an @Dan thing.... I know it's been mentioned in the past. Don't remember what the response was to adding a Dark Mode to IL.
