He was marked as a commit on 247 and the ON3 website, so it was a done deal, but for some reason its wasn't officially announced?

This guy was excellent at WVU as a freshman, then couldn’t play (no injury designation) at FSU. Could be Illinois banking on the Briggs experience and betting against Norvell’s staff.

That is the word from NCAA. While they are appealing the Pavia preliminary injunction they are also granting an eligibility waiver for the 2025-26 season to players who would have been deemed ineligible due to JUCO seasons.

Whether they are coming back is up to them at this point it appears.
