I think what happened is that season ticket holders were banned from reselling their tickets as long as regular season ticket holders wanted to use their own tickets to go to the game. It was it specifically banning Illini fans from the game but it effectively did. And the actual reason for...

They would gladly play our game there, like Penn State played us in Rec Hall for their home game against the Illini. Just limit the seating to season ticket holders and students and tell everyone else to kiss off. It worked for Penn State.
