You get it at the 25 anywhere you fair catch it within the 25. And again, I think the stats show that it’s not worth retuning kicks pretty much anywhere within the 10 yard range.

Punts are circumstantial. Whether or not a punt is returned depends a LOT on the specific situation in which the punt is occurring.

Again, Iowa and Michigan are outlier on punt returns. Illinois is like 3rd lowest in punt returns int he B1G, but #3 in the B1G has like 8 more the entire year (basically 1 more per game than Illinois). Iowa and Michigan have about twice as many as them.
