I think that "rule" is done in conference games.
Also...how can you have a jump ball when the guy is shooting? Jump balls are supposed to be 3 seconds of double control, right? Not a half second. That has become a lame bailout call so if it happens let them jump, for real. Or...just a thought...double fouls.
