I think they called it incomplete because the steps never oriented a football move. That is only way that is incomplete. Either way, it is a rough call to overturn.

Only explanation I have is the ref watched the review, saw OPI and so they called it incomplete. The only other explanation is they have money on the game.

I agree with you. I think there was a football move in there. That is the only way that the call could be overturned, by saying there was no football move. Therefore, not a good call.
