To say "the receiver never controlled it" is simply false. He very clearly had firm control of the ball in his hands despite not bringing it to his body. The ref mis-viewed that replay and got the call flatly wrong, he clearly wasn't ruling on the bang-bang nature of it which was very close and arguable.
