I think you could argue the heel was out of bounds but when he jumped the heel came up and the toes were still on the ground, thus re-establishing in bounds with the start of the jump.I just don't see how you can overrule on that. They clearly think lifting the heel does that establish themselves in bounds. It was too close to tell if the toes were in or out. Therefore they should keep with call on field.
