Sometimes, It's a borderline basketball play, with less mal-intent than other flagrants.

It really shouldn't warrant both 2 shots & possession.

The hook-and-hold is one of the worst rules in the game… and called vastly different from game to game. The other flagrant foul rules should suffice if someone does something egregious.
