If I am reading that right, it would seem to greatly reduce the potential benefit of keeping a scholarship in your pocket for a midseason transfer at the semester break.
The triggers for the exceptions mentioned (head coach being fired or scholarship being pulled) aren't going to happen midseason absent pretty unusual circumstances.
