This is an accidental misinterpretation of different rankings. 247 (only them) has him ranked as the 132nd best in-state prospect. His 247 composite (mix of 247 and other recruiting services) has him as the 83rd best in-state prospect and the 603rd best overall prospect. A little different, but still impressive that Texas has that many top-600 composite guys as in-state prospects.
