To answer your first question, yes South Dakota State is playing and but their first two games are on the road at Northern Iowa and North Dakota before they host WIU on March 6th.

Montana is FCS but they were one of 5 Big Sky schools (along with Montana State, Northern Colorado, Portland State, and Sacramento State) that opted out of the Big Sky this season but are reportedly going to play a limited non-conference schedule at a later date.

some general comment(s) about spring football this year due to covid
- for underclassmen in high school and college, its a great idea and lets them play and get experience
- but for seniors at both levels, why would any lad who already has a schollie lined up or has a decent chance to go to the Combine or get drafted, why would you risk an injury to play in a spring league that pretty much means NOTHING.

So FCS is playing , are any DII and DIII conferences playing ?
I could not get any info at all off the IHSA website re prep spring football for varsity or non varsity levels.

Have they started playing high school hoops? you dont hear a word about it

IHSA football will play a six-week schedule beginning March 19. JV games too.

No playoffs or state championship. With covid-19 flare-ups on teams and this more contagious mutant strain, I will be surprised if we make it the whole season.

When does the HS basketball season end? Looks like a very short window between seasons to get any practice time in.

There will be overlap. Some basketball/baseball/football kids will have to make some tough decisions.

SIU will be the only one of the in-state FCS schools playing this weekend. The Salukis are at North Dakota at Noon on ESPN+. WIU's game at South Dakota was postponed due to covid issues within the Leatherneck program. EIU's game at UT-Martin was postponed to March 7 due to weather issues in the mid-South this week. And ISU's game at Missouri State was postponed due to weather at well. That isn't sitting well with the Redbird faithful though as this picture from the Missouri State soccer coach shows that the soccer team was able to practice on their turf field but the football team apparently wasn't able to get the field playable in their own stadium:
