I get the Moz hate, I really do. He was the guy when things started to go south. But if you think about it, of course the cupboard was bare. Of course it was. He was tasked with winning like the good old days on a budget that stayed static while the rest of the league passed it by. So he couldn't afford to trade established players for prospects to re-stock the minors. The owners did not let him go into a re-build, and when they decided they wanted to do that, they brought in someone else. In the meantime, the minors got depleted not because prospects didn't work out, but because they got promoted. Walker, Winn, Burleson, Herrera, just to name a few.
I think it's fair to judge the front office when the owners give them the means and they fail. Don't think that's what happened here. Just as I wouldn't blame the Pirates' GM for failing to win, I don't blame Moz. He made a lot of good moves, and some bad ones too (find me a front office that hasn't) but it was a tough assingment. If Bloom fails I'm not going to blame him either. This is the DeWitt Austerity Regime, and has been for years.
To Bloom's credit, he's brought in a lot of good prospects. He was tasked with turning every single veteran asset at his disposal into prospect talent, and for the most part, he did it. It'll be a while before we know (1) if enough of these prospects are valuable major leaguers and (2) if those prospects that pan out are going to be the foundation of a competitive baseball club or if they will be assets to be traded for another crop of prospects.
The answer to question #1 will tell us if we have a good front office. The answer to question #2 will tell us if we have good ownership.
