Double fry is usually refrigerated, not frozen after the first fry.... So, In an Out can adhere to the "never frozen" policy and still utilize the double fry technique using refrigeration instead of freezing. I'm in 100% agree with your Ty Rodgers take.... particularly the weird reverse...
