when was there a top 25 and at least one was not on the board; so yes when they were all (or not at least one was) not ranked.
as an example: the last time Duke was not ranked in the top 25 was December of 1982 so you could start there;
then check if any of the other teams listed above appear in the ranking of December 1982. If the answer is yes (none of the others were ranked that week), then it's 1982. If the answer is no (one of the other teams was ranked) then keep looking..
Actually, Duke was unranked in 2021, but prior to that, it was 1982.

I'm gonna go out on a limb and say there's never been a time at least one of those teams hasn't been ranked since the rankings began.
