It's a good attempt to point out the hypocrisy.
There's a lot about this bill I don't like but I think the most succinct way to sum it up is that the NCAA did a poor job of managing its enterprise and let the whole thing crumble and the end result is that the same NCAA gets to basically draft a bill giving itself more power than it ever previously had and Congress gets behind it.
It's kinda difficult to predict the knock on effects of this thing if (when) it passes but I am decently confident that we're not going to be celebrating the NCAA's management of this.

Agree 100% except that I don’t think there’s any world in which it passes — in this format, its earlier format or any other. And in the rare instance that it does pass, the court cases will come fast and furious with its constitutionality questioned immediately.
Does the bill include a salary cap on school presidents and chancellors? And if it includes private schools, a cap on corporate CEO salaries?
There is no way to enforce any sort of money cap on what college athletes get paid. They got paid by lots of schools before NIL.
The bill is about the blue bloods hating a more level playing field and schools like Indiana (ugh) having a chance to contend. It’s why Saban is schilling for it in ads.

Any cap is a win for the old ways where teams could cheat all they wanted and enforcement is handed out unevenly.
This is the proverbial caught between the rock and a hard place,the past way wasn’t good neither is s the present sustainable and to be honest the future is probably riddled with potholes…..
I haven't done much research on this. Shouldn't it be harder to make under the table payments now than it was pre-NIL?
