I thought that the NCAA was indifferent to all things Football Bowl related. Personally, I would much prefer to let the CFB people make any decision regarding this Bowl snafu. Sources said the oversight committee could defer to the Big Ten and the Gator Bowl about which team replaces Texas A&M

Most guys prepare the whole time for the all-star games. Some even drop out of school so that there is no finals prep required. This is entirely different than that. A guy, in the team situation is getting some rest, letting his legs recover, making sure his schoolwork is accomplished and making sure his mental state is relaxed and looking to winter conditioning in January.
