I thought the same about Michigan and OSU, but it makes sense if that only includes athletic department spending on recruiting (on-campus visits and going on the road to visit). Michigan and OSU have such great brands and demand that they may not have to go to the lengths others do (or they have more homegrown talent for shorter trips to visit recruits)—but that is just my guess without looking at more data points.
