Of course, lots of teams every year.
But that's not what's brought success to Illinois and Bielema. Altmyer didn't have a lot of experience his first year and that's didn't as well as planned. They also had John Paddock a very experience QB.
That's different than:
Carson Boyd
Michael Clayton
Dane Eisenmenger
Sladen Shack
I don't see any way they don't pick up an experienced portal QB. How much they're willing to spend and/or do they expect that QB to start? We shall see.

I still think if you're gonna go pay a QB at least $3M, you can give someone a shot and stock up on DL/OL with the savings.
Bring in a Paddock type with a high floor to provide competition and a backup and give him a shot.
