There's a big difference between picking up loose change and accepting money for a service that is either illegal, unethical, or both (whether it's the service of the acceptance of money, doesn't matter).
I've been in the situation where I had to make that decision, and I'm glad I made it the way I did.

I think here the parents are worse than you're making them out to be. I would imagine a significant percentage of CBB players come from below the poverty line.

Come on. Really? Let's not pretend Mom is shipping her poor little son into servitude here.
If the kid is going to go to college for basketball, he's going to play college basketball. The parent probably figures he could either play basketball for free* or play basketball and get paid. Does that make it right? Absolutely not.
If the kid is going to go pro, he's going to need an agent. This is just pre-arranging that. Does it make it right? Absolutely not.
*And by free I mean actually getting paid, just in the form of free tuition, room and board, meals, and a stipend.
The vast majority of CBB players are of no interest to the shoe companies and agents. It is only very few players of premier interest in this game. So your assumption that all CBB players families are exposed to the same pressures/temptations is simply wrong.

Well, if you read multiple blogs/articles from U.K. supporters, it's because Cal/UK don't have to pay (Anthony Davis' dad says "hi") top players to choose the Wildcats.
Apparently, all these top players want to go to Kentucky because of Cal's incredible coaching abilities and because they know they'll get paid later. The assumption then being that the ones that take cash to play at other schools are too stupid to know they'll get paid later, and/or they don't realize Cal is THE college hoops Svengali.
