Normalcy. I like it.

Non-normalcy. I don't get it.

With the sensitive sexual assault charges against 4 of their players, it doesn't surprise me.

This Title IX stuff is that these players are accused of having violated SLU's policy (University policy, nothing to do with the law) against sexual assault and harassment. They will be subject to an investigation, which under current DoE recommendations will likely be made by a lawyer, and in which a "preponderance of the evidence" standard may be used, meaning that the alleged events need only be more likely than not.
The DoE just last week i believe changed their guidance so that schools are able to use a "clear and convincing" standard to judge these cases by, but i doubt many schools have acted to make that change in such a short timespan.

I know what Title IX is as it relates to college sports. But I don't think I've ever heard it used in relation to a sexual assault case. What does Title IX have to do with an alleged assault case? Shouldn't any investigations be handled by the campus police and/or the local police?

That is one school of thought. The Department of Education has gone a different route, and interpreted Title IX's promise of equal access in an extremely broad manner. Rather than bore and anger you myself, have a link to the Department of Education - Office of Civil Rights Q&A on Campus Sexual Misconduct.
