I don't have any reason to think there would even be any sort of process needed to make KJ, who has played about 6 minutes of professional basketball, eligible. But I would have said the same about Demin (they both play at the same youth level in the same league), so I was surprised to see that he needed some sort of formal clearance.It only raises the question for people searching for a problem.
