There was a lot of legislation passed after the court decision to try to get in front of this, both from a public relations and political point of view. But most of the legislation is just nonsense, just like the early days when it was going to be about players getting free meals in exchange for an Instagram post.
There are two possibilities. Either the NCAA can and does make a kid ineligible for college if he accepts benefits while in high school. It may or may not get litigated of course. But if that's the position of the NCAA then no legislation on the part of Missouri or any other state is going to change that eligibility requirement. Just like Missouri couldn't say that players with fewer core classes could be eligible.
The other possibility is that the NCAA doesn't care. In which case, no amount of legislation by Illinois or any other state can prevent a kid from getting money for his NIL.
I went to Peoria Richwoods at the same time as this kid's Dad. His father is Ed Sutter who played LB for Northwestern and then (mostly special teams) for the Browns and Ravens among others in the NFL. Ed led the Big Ten in tackles in 1990.

Bullen and jaylen Williams are both from the same town. Different high schools, but both in Palatine. Hoping that could lead to something there.
Kid comes from a football Family.
Grandfather Ken Sr. played football at the University of Illinois. Dad Ed played for Northwestern and played 6 years in NFL. His Uncle Danny also played for Northwestern, and his Aunt Theresa (Ed's Sister) had 3 boys play football in the B1G (Nebraska, Indiana, and Northwestern).
