Anyone, who transfers after May 1st would be subject to the residency rule.NCAA is who originally set the rule on the sit out after you transferred once. However, the courts overruled this in the fall and i believe there is an injunction still in place to stop the NCAA from making these players ineligible. This was the case that involved Curbelo and Ace Wolf this season. Once the counts stepped in they were allowed to play. The ruling is still in effect but guess it could be reversed but hasn't.

Almost across the board the one thing that gets better with experience is decision making. Which is exactly what Storr needs to really become elite.
