I've seen this play out in the criminal justice system before, and it is legitimately sad how often domestic abuse victims refuse to pursue criminal charges. To add to your point: Many states require some sort of action in domestic disturbances like this. At the very least a 72 hour " cooling off" period is required. (Had a friend get picked up in Colorado a few years ago based on what next door neighbors heard, nothing was even seen)99% of the time, when cops get called to a domestic situation, someone is getting arrested. Often just based on the cops observations. The spouse or family member having second thoughts about it all, often doesnt matter
