In all honesty, this is probably what they should have done in the first place. Once they decided to give the two year contract to Cubit, and they had an able Interim AD to run the athletic department on a day to day basis, there really was no true urgency in making the AD hiring before the hiring of the new chancellor. If I recall, most people estimated that a permanent chancellor could be hired by no later than April. If that is still the estimated timeline, it actually makes no sense to hire the AD now. The AD reports directly to the chancellor, so in a sane world one would think that the new chancellor would want to have input into the selection of the new AD. But then again, we are talking about illinois, where the word "sane" never seems to come into play with respect to anything that our administration does.
