I think you're overestimating how much a coach like that loses his appeal to big time jobs when he fails at another big time job.
What Les Miles offers is credibility. Programs like Penn State and USC already have credibility because they're Penn State and USC. They don't need a known commodity as a coach because those jobs MAKE a coach a known commodity. What they need is energy, ideas, innovation, excitement, etc. That's not what Les Miles is offering. Miles gets more appealing relative to the same other options the more down on their luck a program is, if that makes sense.
