Again, expectation and mandated are not the same. I am not arguing that it is rare to get guarantees early in the second round, just that the NBA only truly guarantees first round picks.

It’s more of a BOOM watch than a BOOM warning.
Watch is issued when BOOMS are possible in and near the watch area. It does not mean that they will occur. It only means they are possible. Warning is issued when BOOMS are occurring or imminent in the warning area.
