Without having seen or heard specifically what he said I'd guess the House settlement, which provides for revenue sharing. Revenue sharing doesn't replace NIL, so even with the caps implemented in the revenue sharing system, schools will still be able to work with boosters to get players NIL beyond what the "salary cap" provides.I get that.
