Careless reading, or a poor attempt at trolling? That case is covered in the prior bullet point. Waivers are granted for: A demonstrated physical injury or illness or mental health condition that necessitated the student's transfer
Actually... Physical assault or abuse does not necessarily result in a physical injury, thus the second bullet point. And someone went to the effort of including the word Unrelated when they could have left it out, leaving assault and abuse from any source as grounds for a waiver, but they didn't. I find it interesting that the NCAA lawyers chose to word it that way

This tradition of roster stability matters most to those who have been watching this Game for a long time . As the years ahead go by... fewer and fewer are going to notice this change in the College Game any more. This roster movement will be as much a part of this Game as rebounds and free-throws.

Roster stability mostly benefitted the Blue Bloods. For everyone else, it often meant rosters not being able to compete with the Programs of Privilege. Year after year.

It is the combination of ‘The Game’ and ‘The Logo on the Clothing’ that will always endure no matter what. The Game and The Clothing will never go away.

This new era of College Ball is exciting. More teams get a real chance. Spreading out the talent among more programs every year. More teams get to hoist The Big Trophy instead of Blue Blood’s just passing it amongst themselves every year.

You can go from lousy to real good in one year. And you might even go the other direction the next year. But then you can get good again real fast.

The game on the court is played faster than it used to be. And now, rosters have finally caught up. And a ‘new’ kind of Turnover will become a key part of the landscape.
Maybe this years tourney was already a reflection of this impact, with so many teams advancing way past their seeds and history.

Curbelo back in the portal. According to the NY Post, Pitino didn’t ask him to stay. He reportedly asked AJ Storr to stay, but Storr entered the portal as well.

Curbelo says he wants to "take accountability of his shortcomings" the last 2 years and get back to himself.
